Frank Horrigan was a secret service agent & bodyguard of then Enclave president, 'Dick Richardson'. While on a wasteland expedition, he would come into contact with F.E.V. or the 'Forced Evolutionary Virus', which would begin his Super Mutant transformation. The Enclave would go on to experiment on him for a full 2 years. Injecting him with even more F.E.V. to make him stronger, faster & more durable than your average Super Mutant.
