It's not really possible to rank black holes like trading cards. We only have good data on a couple of dozen black holes. We derive their properties from studying the matter around them, like the orbit of stars that come close to them. We can approximate the mass of black holes at the most basic level using Kepler's Laws. But it comes with huge uncertainties!
