When a dog is out in an open field, why don't you see them running full blast? Because the only things they are interested in chasing is prey. If there is no prey, there is no reason to run fast. Luring is the simulation of chasing prey, using the drive and excitment that the chase brings. Proper luring involves movement, sound and energy. It's why dogs don't really run if you just dangle an item in front of them. You must be the excitment.
